Therefore, using 6404 metric tons or 4027 metric tons would violate its quota limitation unles it obtained critical use exemptions. Until 1997 however, Mexieo had no restriction forward use, and if it had begun to engage this level at that time, that could potentially have been incorporated into Mexico's baseline quota.
